Read the access note for the portal you choose. Some locations have opening hours, some are further out than they look on the map.
THE HIDDEN CHAIN is on Liberty Island, which you can only reach by ferry with a ticket. THE FIFTH FACE is on Roosevelt Island, and THE FIRST TO CROSS takes you on foot across the Brooklyn Bridge.

How do JUNO PORTALS unlock in New York?
